Our experience provides a solid foundation for an Economic Development comprehensive business model. Our professional skills include sit or building identification, workforce training, incentives facilitation, infrastructure assistance, rail and port assistance, and more.

Research & Grants Manager

Bradon “Brad” Snelgrove is a native of Orangeburg County, raised on his family’s farm between the Orangeburg County towns of Orangeburg and Rowesville. He brings more than 25 years of experience to the Orangeburg County Development Commission, where he serves as Research and Grants Manager.


In this role, he supports both new industries considering Orangeburg County and existing industries already established in the community. Before joining the Development Commission, Brad accumulated more than 20 years of experience in a variety of industrial and sales positions with several local companies, giving him broad insight into the region’s economic landscape.


Brad is a graduate of the University of South Carolina with a Bachelor of Science in Business Administration and a major in Marketing. He is also a graduate of the South Carolina Economic Developer’s School and the University of North Carolina School of Government’s Basic Economic Development Course.


At the Development Commission, Brad is responsible for collecting, managing, and analyzing a wide range of data used to support industrial recruitment. He oversees comprehensive research functions and maintains multiple databases essential to the county’s economic development efforts.


As a lifelong resident of Orangeburg County, he provides a depth of historical and local knowledge that strengthens the Commission’s ability to serve both new and existing industries.
Brad is committed to advancing economic growth in Orangeburg County by helping recruit new companies and jobs while supporting the expansion and success of the industries that already call the county home.

Lee Given
Business Retention & Expansion

Lee L. Given has served with the Orangeburg County Development Commission (OCDC) for nine years, contributing her expertise, leadership, and commitment to advancing economic growth throughout the county. She began her tenure as Executive Assistant and Office Manager, where she managed accounts receivable and payable, budgeting, prospect hosting, and daily office operations.

Lee now serves as OCDC’s Business Retention and Expansion Manager and Workforce Liaison, roles in which she works closely with existing industries, community partners, and workforce development organizations to support business growth and long-term competitiveness in Orangeburg County.
She is a graduate of the South Carolina Economic Developers Association (SCEDA) 2018 Community and Economic Development Institute and the International Economic Development Council (IEDC) 2025 Basic Economic Development Course through the University of North Carolina at Chapel Hill School of Government.

Lee is widely recognized for her dedication to service, her collaborative approach, and her passion for strengthening the Orangeburg community.

Ciara Williams
Business Recruitment & Marketing Manager

Ciara Williams serves as the Business Recruitment and Marketing Manager for the Orangeburg County Development Commission (OCDC), where she leads strategic initiatives to attract new industrial and manufacturing investment to Orangeburg County, South Carolina. In this role, she advances the County’s competitive positioning through targeted business recruitment efforts, brand elevation, and integrated marketing strategies that align with broader economic development goals.

Since joining OCDC in 2022, Ciara has played a critical role in driving investment interest and business engagement through both project management and strategic communications. Her work spans site readiness and prospect coordination, as well as the development of marketing campaigns, digital outreach, and promotional materials that showcase Orangeburg County’s assets to national and international audiences.

Ciara’s background in both corporate and consumer marketing within the manufacturing sector—supporting product innovation, commercialization, and market growth—gives her a unique perspective on the priorities of expanding businesses. At Apex Tool Group, she spearheaded new product commercialization for Crescent® power tool accessories. At Genpak, she supported product launches for sustainable food packaging with content strategy, digital platforms, and customer engagement tools.


Ciara holds a Master of Communication Management from the University of Southern California and a Bachelor of Arts in Communications from South Carolina State University. Her cross-sector experience and strategic insight support OCDC’s mission to foster job creation, industrial growth, and long-term economic vitality across the region.
